The Honorable Ricky Francisco Cantero is a career diplomat with over two decades of experience in the foreign service of the Federated States of Micronesia (FSM). He holds a Bachelor's degree in Political Science and a Master’s degree in Public Administration. Cantero began his professional journey with the Department of Foreign Affairs in 2000, serving as a Foreign Service Officer. His academic background and early practical experience within the department laid the groundwork for a steady ascent through the ranks of the nation's diplomatic corps.
Diplomatic Service and Senior Roles
Throughout his career, Cantero has held numerous pivotal roles within the Department of Foreign Affairs. He served as the Deputy Assistant Secretary for Pacific Affairs and later as the Assistant Secretary for the Division of American and European Affairs. In these capacities, he was responsible for managing the FSM's critical bilateral relationships with major global powers and regional partners. In 2019, he was appointed as the Deputy Secretary of the Department of Foreign Affairs, a position in which he played a central role in advancing the nation's strategic interests and handling complex negotiations under the Compact of Free Association with the United States.
Tenure as Secretary of Foreign Affairs
Following the passing of the long-serving Secretary Lorin S. Robert in November 2025, Cantero assumed the role of Acting Secretary of Foreign Affairs. His steady leadership during this period of transition earned him the confidence of President Wesley W. Simina, who nominated him for the permanent position. On May 19, 2026, he was officially sworn in as the Secretary of the Department of Foreign Affairs after being confirmed by the 24th FSM Congress. As the nation's top diplomat, he is tasked with overseeing the FSM's international presence, climate change advocacy, and regional security cooperation.
Diplomatic Priorities and Achievements
Secretary Cantero is recognized for his deep understanding of administration and foreign policy. His recent efforts have focused on strengthening the 'Blue Pacific' identity and ensuring that the FSM remains a reliable partner in regional maritime security. He has actively engaged with international partners, including the United States, China, Japan, and Australia, to secure developmental aid and infrastructure support. His leadership emphasizes transparency, sustainable development, and the protection of the FSM's sovereign interests within the framework of its unique strategic partnerships.
